PROSECUTOR: IT’S GAMBLING, EVEN WITH A COW

White Hall High School won't be able to raise money this year using a well-fed cow and a football field. The school's choir was going to raise money for a trip to Carnegie Hall using a game. The school had intended to mark its football field into a grid, sell the squares for $10 each and let a cow select a winner by dropping a cow pie anywhere she wanted. Jefferson County Prosecutor Steve Dalrymple says the contest is technically a lottery and is therefore illegal under the state constitution. On Dalrymple's advice, Superintendent Gary Kees canceled a part of the "Betsey Drop Fun Fair" held at the school's football stadium Saturday. Kees said the people who bought chances for the game did not ask for their money back.

I know it's old (2004) but was requested.
